PE Tripoli CDA Atienza Meets with CFO on PSOs and Potential Diaspora Engagement Initiatives in Libya

The Commission on Filipinos Overseas (CFO), led by Secretary Dante “Klink” Ang II, met with Chargé d’affaires Roderico C. Atienza of the Philippine Embassy (PE) in Tripoli to discuss the present state of Philippine Schools Overseas (PSOs) and possible forms of engagement with overseas Filipinos in the State of Libya, and other countries under its jurisdiction.

CDA Atienza shared how overseas Filipinos continue to thrive in the Libyan labor sector, particularly in the fields of nursing, and construction, among others; alongside the labor sectors and other significant industries of Algeria, Chad, Niger, and Tunisia, which are under the jurisdiction of the Embassy.

While most PSO alumni return to the Philippines for collegiate education, CDA Atienza highlighted how PSO students in Libya qualify for admission in reputable universities in the state. Apart from such potential, he also conveyed how PSOs — despite facing different challenges amidst the continuing Level 3 crisis alert — play a vital role in keeping the Filipino community’s bond. This was further supported by Secretary Klink, who asserted that PSOs keep Filipino families together, apart from its primary function in delivering the Philippine curriculum overseas. 

In relation to his plans for potential diaspora engagement in PE Tripoli’s applicable jurisdictions, CDA Atienza relayed plans to introduce Filipino-Tunisians in knowing their heritage and culture, among other possible initiatives.

The meeting was also joined by CFO Project Management Division Chief Marita del Rosario-Apattad, along with Ms. Rowena Jubinal and Mr. Alvin Cabuco; and concluded with initial plans for a possible visit to the State of Libya in late 2026, or 2027. 

As of 2025, there are three (3) PSOs operating in the State of Libya, namely the Philippine Cooperative Academy in Libya (PCAL), the Philippine Centennial Academy, International (PCAI), and the Philippine Community School (PCS) – Tripoli.
