In a bid to further uplift the interests of Filipino students enrolled in Philippine Schools Overseas (PSOs), the Commission on Filipinos Overseas (CFO) and the Private Education Assistance Committee (PEAC) formalized a partnership through the signing of a Memorandum of Understanding (MOU) on Wednesday, 30 April 2025.
Leading the ceremonial signing were CFO Chairperson Dante โKlinkโ Ang II and PEAC Executive Director Dr. Rhodora Angela โDorisโ Fernandez-Ferrer. The partnership aims to strengthen policy development and enhance the implementation of programs designed to support Filipino learners abroad.
โWith this partnership, we will be able to help an estimate of 25,000 learners abroad, and develop policies and programs to further elevate Philippine schools overseas, โ Secretary Ang said.
โThis collaboration is more than just an agreementโit is a commitment to every Filipino child studying abroad. We want them to feel seen, supported, and empowered, no matter where they are in the world.โ Secretary Ang added.
Under the agreement, PEAC will provide technical assistance in creating a comprehensive database system for PSOs. This system is expected to play a significant role in the formulation of policies and in streamlining the implementation of educational initiatives tailored to the unique needs of PSOs.
Also present at the signing ceremony were CFO Undersecretary Ma. Arlene S. Borja, Project Management Division Chief Marita del Rosario-Apattad, and PEAC representative Mr. Eimman Evarola.
Established in 1968 through Executive Order No. 156 signed by President Ferdinand E. Marcos, Sr., PEAC serves as the trustee and administrator of the Fund for Assistance to Private Education (FAPE). Over the years, the organization has played a crucial part in supporting and advancing private education in the Philippines.
This partnership marks a significant step toward strengthening the global reach of Philippine education and ensuring that Filipino students overseas continue to receive quality, inclusive, and well-supported academic experiences.

The Commission on Filipinos Overseas (CFO) established under Batas Pambansa Blg. 79, is dedicated to the welfare and empowerment of Filipinos permanently residing abroad. It is distinct from the Department of Migrant Workers (DMW), which primarily addresses the needs of Overseas Filipino Workers (OFWs), and other temporary migrants.
CFO works to strengthen the social, economic, and cultural ties of global Filipinos with their home country. Its primary stakeholders include Filipino permanent migrants, dual citizens, spouses and partners of foreign nationals, individuals in the Exchange Visitor Program, au pair participants, and children of foreign nationals with Filipino roots.
